Stellar Network was unable to generate new blocks for hours because “some validators canceled the network”. Bitstamp, one of the crypto wallets, has decided to suspend XLM deposits / withdrawals due to the problem with the Stellar network.
The Stellar Development Foundation (SDF) released an announcement today announcing that some validators are disconnected from the network. The announcement made 2 hours later announced that the cause of the problem had been found.
About 6 hours after the initial announcement, the SDF team has not yet been able to resolve the issue.

According to Stellar Expert, no new blocks are created. The Stellar team, which has not yet disclosed the reason for this, has not released any information on when the issue will be resolved.
Cryptocurrency Exchange Bitstamp posted an announcement on Twitter, announcing that XLM deposits and withdrawals have been temporarily stopped due to issues.
